The CDFI Coalition has reviewed the FY2025 CDFI Program Financial Assistance Agreement and compared it with the FY2024 agreement to identify key changes affecting CDFIs.
The FY2025 Financial Assistance Agreement incorporates a number of updates, including changes intended to align the agreement with the amended Notice of Funds Availability (NOFA) released in September 2025 and with recent Executive Orders. The agreement also includes updates to provisions related to the Healthy Food Financing Initiative (HFFI), including changes concerning targeted areas.
To help CDFIs understand the changes, the CDFI Coalition has prepared a document highlighting selected differences between the FY2024 and FY2025 Financial Assistance Agreements. The comparison identifies specific provisions that have been revised or updated and provides links to relevant source documents.

CDFIs receiving FY2025 Financial Assistance Awards should review the agreement and the accompanying changes carefully. The Coalition will continue to monitor updates from the CDFI Fund and share additional information as it becomes available.
