CDFIs: Boosting the Housing Supply

CDFIs help increase the housing supply by financing the construction, rehabilitation, and preservation of affordable housing. By providing flexible pre-development loans, shepherding tax credit projects, and supporting housing development with investment capital, CDFIs support multifamily housing projects, single-family homes, and mixed-use developments in low-income, rural, and historically underserved areas. Their financing often fills critical gaps in complex capital stacks, helping projects move forward that would otherwise stall due to higher perceived risk or insufficient returns for conventional lenders. These investments expand the availability of quality housing, reduce overcrowding, and help stabilize neighborhoods experiencing housing shortages.

Morrow Estates
Morrow Estates Apartments is a 40-unit apartment project located in Boardman, Oregon. The project has 10 onebedroom, 18 two-bedroom , 8 three-bedroom, and 4 fourbedroom units. Each unit has its own covered carport as well as a washer/dryer in-unit. There is also a 1900 square foot community building and an outdoor children’s play area.
Smaller Homes Making a Big Impact
The Northwest Minnesota Housing Cooperative is successfully meeting market demand with its “smaller homes, smaller lots, smaller price tags” concept in MMCDC’s newest subdivisions.
Ribbon Row | Mutual Housing
Congratulations to Mutual Housing Association of Greater Hartford, Inc. (MHAGH) on the grand opening of Ribbon Row Mutual Housing. Along with preserving 88 units of affordable housing, Ribbon Row is also a historic preservation project that blends energy efficiency improvements to reduce utility costs and improve sustainability. It is a transit-oriented development within walking distance of bus service and commuter train stations, and increased lighting, new fencing and additional landscaping all improve resident safety and enjoyment.

Memorial Apartments
The Memorial Apartments provides affordable housing to seniors in Baltimore, MD and was founded 50 years ago by concerned community members. PCG provided a loan to renovate the Apartments and keep them affordable.

140 New Construction Senior Apts. serving 30%-80% AMI
DreamKey Partners, a leading nonprofit developer of affordable housing in Charlotte, North Carolina, has used $1,846,520 of its $13 million line of credit from Community Housing Capital to acquire a 6.3-acre site that will become the Johnston Oehler Senior Apartments. With low-income households currently priced out of Charlotte’s increasingly expensive rental market, the new construction project will create 140 apartments for seniors with household incomes from 30% to 80% area median income. The high-quality, new construction housing will offer an active lifestyle for the residents and a full-time professional property management staff that will serve onsite.
Duveneck Square
The construction of 110 new market rate apartments with street level commercial space represented the first large-scale, infill, mixed-use project in the City of Covington in decades. Developed by NorthPointe Group and Bellwether Enterprise, this project anchors a multi-phase development which will eventually include residential units, Class A office space, and a parking garage and bring over $60 million in new investment to this community. The Catalytic Fund recruited the development team and provided development services that included assisting with property assemblage and sourcing development incentives.
Affordable homeownership for 3 families earning up to 50% AMI in Bristol, CT
In November 2021, Community Housing Capital provided a construction loan of $450,000 to Neighborhood Housing Services of New Britain (NHSNB). The loan will fund the simultaneous construction of three, affordable single-family homes just 2 miles east of downtown Bristol, Connecticut. In an area that has seen decreasing rates of homeownership in the last decade, the actual costs to build the 1,130 square foot homes are approximately $385,000 each.
